Burlingame Civilworks, Inc. (BCI) a California S-Corp, is a woman-owned small business, providing civil engineering services. BCI specializes in technical studies and civil design for municipal, state and federal projects.
BCI was established by Jacqueline L. (Jackie) Oravitz (jloravitz@burlingamecivilworks.com) and Mark Hill (mhill@burlingamecivilworks.com), two civil engineers with distinct professional backgrounds and a shared commitment to delivering high-quality solutions, addressing real-world challenges, and fostering community well-being.
Jackie Oravitz retired from the Naval Facilities Engineering Systems Command as a Supervising Civil Engineer/Water Program Manager after 20 years of service in the Public Works Business Line, Utilities Product Line. This work was located throughout the Southwestern United States and in Europe, Africa, and Southwest Asia managing water and wastewater systems around the world. Jackie’s work included project planning, funding requests, budgeting, project management, both in-house studies and management of contracted studies, process optimization, operations, operator training and certification and including significant travel and field time in water and wastewater facilities around the world. She specifically worked on correcting deficient systems – both by improving management, operations and maintenance practices and procedures, operator training and certification, and by identifying, planning, and managing the execution of major maintenance and new construction projects. Prior to working for the US Navy, Jackie worked for three years as a California State Drinking Water regulator, and for thirteen years in for various private consulting engineering firms. Jackie’s interest in Water began while studying Chemical Engineering at Michigan Technological University when she worked as a research assistant for a Civil-Chemical professor. After she completed her Bachelor of Science in Chemical Engineering, she continued the research while completing her Master of Science in Civil Engineering blending both disciplines for her excellent treatment plant understanding. In addition to California Civil PE and Chemical PE registrations, Jackie holds a Water Treatment Grade V certification and over the years has had certifications as a cross-connection control specialist, backflow testing, water distribution operator, recycled water site supervisor, and water quality laboratory qualifications.
Mark Hill's journey in engineering began at San Diego State University, where he initially pursued computer science before discovering his passion for Civil Engineering. Graduating with a Bachelor of Science degree from the University of California, Irvine in 1995, Mark embarked on his professional career with a Construction Management firm where he had previously interned during his academic years. Over the next two decades, Mark honed his expertise at a small engineering firm in San Diego, witnessing its acquisition by progressively larger corporations until it ultimately became part of a multinational conglomerate with its own private military force. Troubled by the prioritization of profits over ethical considerations and the erosion of collaborative teamwork, Mark chose to part ways with the conglomerate and explore new horizons. His journey has since taken him across diverse locations including Washington DC, Texas, and Afghanistan, where he has contributed his skills to various design and construction projects. Motivated by a commitment to integrity and responsible engineering practices, Mark decided to join forces with Jackie to establish Burlingame Civil, a firm dedicated to delivering high-quality engineering services aligned with the profound importance of their work.
